Governmental enterprises are self-funding and/or maintain revenue generation capabilities independent of government-issued line-item budgets. Eligible governmental enterprises include:

- Publicly Owned/Operated Special Events | Mass Gathering Venues

NON GOVERNMENTAL ORGANIZATIONS
NGO Public Safety Support
Personnel from organizations NOT operated directly by a local, state, federal, tribal or territorial government with an operational need to collaborate with primary public safety practitioners. Eligible support services functions include:
- Healthcare Systems
- Mental Health Service Providers
- Private Ambulance Companies
- Private Education Systems
- Voluntary Organizations Activated in Disaster (VOAD)
Non-Public Safety Partners
Industry Partners are Non-Public Safety organizations with operational contributions desired during public safety activities and events. Examples of eligible Industry Partners are:
- Contracted Essential Service
- Critical Infrastructure Providers
- Disaster Response Companies
- Private Utilities
- Privately Owned/Operated Special Events | Mass Gathering Venues
- Telecommunications
